In 1253, in Foligno the deviation of the Topino was carried out which, until that moment, passed within the built-up area. The architects were the citizens of the city of Perugia (Perugini) who were besieging the city. They, to prevent the Folignati from using their mills, diverted the urban course of the river by channeling it into a new riverbed, built using a ditch already dug by the Folignati themselves to protect the walls to the west. This riverbed is where the Topino still flows at the gates of the historic center.

Nel 1253, a Foligno viene attuata la deviazione del Topino stesso che, fino a quel momento, passava entro l’abitato. Ne furono artefici i Perugini che stavano assediando la città. Essi, per impedire ai Folignati di servirsi dei loro molini, deviarono il corso urbano del fiume convogliandolo in un nuovo alveo, realizzato utilizzando un fossato già scavato dagli stessi Folignati per proteggere le mura ad ovest. Tale alveo è quello dove tuttora scorre il Topino alle porte del centro storico.
