There are numerous hypotheses about the origin of the city, but legend has it that Todi was built at the behest of the Umbrian Veii, a population that lived in the Tiber River Valley; in fact, while the works for the construction of the city on the banks of the river had already begun, an eagle arrived while the men were dessering and took the tablecloth with its claws, dragging it on the highest point of the hill. The inhabitants of the Valley thought that this was a sign of destiny and so built the city of Todi on the hill.

Even the origin of the name seems to be uncertain, but many make it go back to the name "Tutere" which means border and in fact Todi from its position dominates the Tiber valley and borders the ancient territory of the Etruscans. History has it that instead Todi was built by the Etruscans between the third and first centuries BC and it is in this period that the first large circle of walls that surrounds the city is built.

Numerose sono le ipotesi circa l'origine della città, ma una leggenda narra che Todi sia sorta per volere dei Veii Umbri, una popolazione che viveva nella Valle del fiume Tevere; infatti mentre erano già stati iniziati i lavori per la costruzione della città sulle rive del fiume ecco che un'aquila arrivò mentre gli uomini stavano desinando e portò via con gli artigli la tovaglia trascinandola sul punto più alto del colle. Gli abitanti della Valle pensarono che ciò fosse un segno del destino e costruirono così la città di Todi sul colle.

Anche l'origine del nome sembra essere incerta, ma molti lo fanno risalire al nome "Tutere" che significa confine ed infatti Todi dalla sua posizione domina la valle del Tevere e confina con l'antico territorio degli Etruschi. La storia vuole che invece Todi sia stata costruita dagli Etruschi tra il III e il I secolo a.C ed è in quest'epoca che viene costruita la prima grande cerchia di mura che racchiude la città.

Nel I secolo a.C. Todi diventa Municipio Romano e della civiltà romana rimangono ancora alcuni resti come le imponenti Cisterne Romane scoperte recentemente sotto la Piazza del Popolo ...
